Select September 2004 Decisions Terasen Gas Inc. –and– IBEW Local 213 –and– COPE Local 378, BCLRB No. B276/2004. The issue in this case was the appropriate bargaining unit structure following the merger of separate Terasen Gas operations on Vancouver Island and the mainland of BC. The mainland operations had both IBEW and COPE bargaining units, but on Vancouver Island the IBEW represented all employees. Terasen argued that the jurisdictional lines on the mainland should be extended to Vancouver Island. The Board rejected this argument, instead accepting the IBEW’s argument that the IBEW should continue to be the bargaining agent for all employees on Vancouver Island.
